Is a BMS actually needed ?

Hello, I have 2, 3.6v , 5000mah 9.8A cells I would like to put into series for 7.2 v 5000mah battery pack. In the past I had purchased 5200mah premade packs and upon inspecting them I did not see any type of BMS unit enclosed in the heat shrink of the packs. Also there were no balance leads on those packs. I would simply charge the old packs at about 2amps with a smart charger no problems charging , or discharging them. These packs are used in model RC aircraft.

So I’m looking to the experts here for recommendations, suggestions on do I need to be concerned on using a BMS on the packs I’m going to make, or can I just put them in series and charge them as a 7.2 v battery ?
